Standards for Preventing and Responding to Child Sexual Abuse and Exploitation (CSAE)
1. Purpose
To establish clear requirements and best practices for preventing, detecting, reporting and responding to any form of child sexual abuse and exploitation on our platform, and to demonstrate our commitment to the safety and well-being of all children.
2. Scope
These standards apply to:
- All users and third-party contributors.
- All content (text, images, video, audio, transcripts).
- All services, features and integrations operated by Buskin Life.
3. Definitions
- Child: Anyone under 18 years of age.
- Child Sexual Abuse Material (CSAM): Any depiction of a minor engaged in sexual activities or any portrayal of a minor’s sexual parts for primarily sexual purposes.
- Grooming: Actions deliberately undertaken to establish an emotional connection with a child to lower their inhibitions for sexual purposes.
4. Guiding Principles
- Zero Tolerance: Any content or behavior involving CSAE is strictly prohibited.
- Child-First Approach: All actions prioritize the best interests and safety of the child.
- Transparency: We publish clear policies and regularly report enforcement metrics.
- Accountability: We hold users and partners accountable, cooperating with law enforcement where required by law.
5. Prohibited Conduct and Content
- Uploading, sharing, viewing or soliciting CSAM.
- Any form of grooming or sexual solicitation of minors.
- Facilitating or advertising services that may lead to CSAE.
- Use of metadata, tags or filenames to evade detection.
6. Organizational Responsibilities
6.1 Policy & Governance
- Maintain an up-to-date CSAE policy, reviewed at least annually.
- Assign a CSAE Coordinator responsible for oversight and reporting.
6.2 Risk Assessment
- Conduct regular risk assessments (bi-annually) to identify new threats and gaps in prevention.
7. Prevention Measures
7.1 Age Verification
- Implement robust, privacy-respecting age-verification for any feature allowing private communication.
7.2 Content Moderation
- Automated Scanning: Deploy hashing (e.g., photoDNA) and machine-learning classifiers to flag suspected CSAM.
- Human Review: All flagged content must be escalated to trained moderators within 2 hours.
7.3 Safe Design
- Default settings restrict public sharing of user-generated content by minors.
- Minimize collection of children’s personal data; comply with applicable privacy laws (e.g. COPPA, GDPR-K).
8. Detection & Monitoring
8.1 Automated Tools
- Maintain up-to-date hashsets of known CSAM.
- Use AI to detect grooming patterns in chats and multimedia.
8.2 Human Moderation
- Moderators receive specialized training in CSAE recognition, trauma-informed care, and legal reporting obligations.
9. Reporting Mechanisms
9.1 User Reporting
- Every page includes a “Report Abuse” button, visible on desktop and mobile.
- Reports acknowledged within 24 hours, and resolution updates provided to reporters.
9.2 Mandatory Reporting to Authorities
- All verified CSAM incidents are reported to the National Center for Missing & Exploited Children (NCMEC) or equivalent in relevant jurisdictions, within 24 hours.
- Preserve all relevant logs and metadata for at least 3 years, or as required by law.
10. Response Procedures
10.1 Incident Management
- Activate a CSAE Response Team to triage, investigate, and escalate incidents.
- Document all actions and decisions in a secure incident-tracking system.
10.2 Support for Victims
- Provide resources and referrals to child protection and counseling services.
- Offer a dedicated helpline or email for caregivers and affected minors.
10.3 Data Preservation
- Upon detection, immediately isolate content and related user accounts.
- Maintain chain-of-custody for evidence in cooperation with law enforcement.
11. Collaboration & Information Sharing
- Participate in industry coalitions (e.g. The Tech Coalition, INHOPE).
- Share anonymized threat intelligence with peer platforms under data-protection guidelines.
12. Training & Awareness
- Mandatory CSAE awareness training for all employees, refreshed annually.
- Publish public awareness materials for caregivers on recognizing and reporting CSAE.
13. Audit, Review & Continuous Improvement
- Engage an external auditor every two years to assess compliance and effectiveness.
- Update these standards in response to new threats, legal changes, or audit findings.
14. Compliance & Penalties
- Violations result in immediate content removal, account suspension, and potential legal referral.
- Employees failing to follow these standards face disciplinary action, up to termination.
